Consultancy - Baseline study for REGAL-IR Project

Subject of contract: Consultancy services for a Baseline Survey of REGAL IR Program in Kenya.

Geographical locations: Study will cover Turkana, Isiolo, Marsabit, Garissa and Wajir

Duration: 45 Days

Request for Proposals

REGAL-IR seeks to have a group of consultants and technicians to undertake this baseline study. Consultants’ team, consultancy firms or research institutes are encouraged to apply for this consultancy. 

The senior consultants’ team must have personnel with strong expertise in the sectors of Food Security and Livelihoods and Natural Resource Management, where as other levels of research team should have expertise on other thematic areas of REGAL-IR.

The consultants’ team should also have required technical arrangements on data processing and analysis.

The successful applicant will propose a team that can provide adequate experience to conduct the assessment and that meets the following requirements:

• Post-graduate degree in related field and relevant for the baseline assignment study.
• Strong technical background in the thematic areas of REGAL-IR and demonstrated experiences in conducting research studies in the sector with special emphasis on resilience building programs in the context of pastoral communities, preferably East African context.
• The proposed team shall provide CVs that jointly demonstrate a mix of thematic experiences ¡n line to the REGAL-IR themes.
• Demonstrated experience in conducting assessments and studies in the development sector with specific reference to ASAL communities.
• Good knowledge and experience in survey design, implementation of surveys and statistical data analysis is required.
• Experience in the use of participatory appraisal techniques in data collection and analysis.

Applications should be submitted by 12:00 noon of the 20th March 2014. 

The selection committee will review all applications as they arrive. 

All applicants must meet the minimum requirements described above, those unable to meet these requirements will not be considered.

Special Instructions

Each application package should include the following:

• An application letter addressing the selection criteria including how the firm’s/group’s previous experience matches the consultancy objectives as well as the interest for the consultancy opportunity.
• It should also indicate the availability of the assessment team. The letter should be no longer than two pages.
• A brief proposal for the baseline study with methodology and work plan (not more than 1 5 pages) . The proposal should have a budget with breakdowns of different costs involved.
• A sample of recently written report for a similar assignment.
• Updated CVs for all consultants including relevant work experience and qualifications.
• Contact details of 3 references with complete contact information.
